primary purpose of the Human Resources Department is to assist all other
departments to effectively administer the City’s human resources in order to
provide services to the citizens of Henderson.

Human Resources Divisions

Human Resources
The Human Resources Office is
staffed by the Human Resources Director, Human Resources Specialist, and Human Resources
Assistant. The Human Resources
Office administers all human resource functions for approximately 325
full-time, part-time, and seasonal employees.
Tasks include recruitment, hiring, orientation, retention, compensation,
classification, non-health-related benefits, records, workers’ compensation,
policy formulation and administration, regulatory compliance, disciplinary
procedures, employee relations, promotions, transfers, terminations,
technical supervision, unemployment insurance and hearings.
Benefits
Management
The Benefits Office is staffed by a
full-time Benefits Coordinator. The
office is responsible for management of the City’s health benefits plan which
covers 435 employees and 773 dependents, and includes those employees and their
dependents from Municipal Power & Light, Henderson Water Utility, and the Planning
Commission. The office is also responsible for the Employee Assistance
Program, supplemental insurance plans, and COBRA administration.
Safety
and Training
The Safety and Training Office is
staffed by a full-time Safety and Training Coordinator.
The office is responsible for conducting safety meetings and training
sessions designed to eliminate workplace hazards and reduce accidents and
injuries. The Coordinator also investigates accidents and property
damage and assists in workers’ compensation investigation, tracking, and
claims. The office is also
responsible for functions of the Safety Review Board
Risk
Management and Loss Control
Risk Management and Loss Control are
also Human Resources functions. The
Human Resources Director and the Safety and Training Coordinator work with insurance carriers
and City departments to implement loss control measures designed to reduce or
eliminate risks.
Alcoholic
Beverage Control and Licensing
The Human Resources Director serves
as the City’s Alcoholic Beverage Control Administrator and is responsible for
the issuance of licenses to all establishments located within the City limits
which serve alcoholic beverages.
Liaison
for the Civil Service Commission
Human Resources facilitates most
activities of the City’s Civil Service Commission.
The Civil Service Commission is a three-member board charged with
oversight of the City’s recruitment, hiring, and disciplinary processes. The Commission administers all employment examinations for
the City with the exception of Police and Fire testing which is conducted by the
Human Resources Office.
Special
Projects and Other Duties
Human Resources coordinates a
number of special projects in which City employees take an active part such as
Red Cross blood drives, the American Heart Walk, March of Dimes campaign,
Volunteer & Information Center Adopt-a-Family programs, and the United Way
campaign.
Human Resources has other responsibilities that do not lend themselves to being
assigned to a specific office and result in being shared tasks.
These include, telephone systems – installation and repair, special
projects for the City Manager, scheduling meeting facilities and security
for the City Municipal Center, publication of the employee newsletter,
and the Employee Incentive Program.
