Code Enforcement

The Code Enforcement division provides for the enforcement of building codes, property maintenance codes, and zoning issues.  Three inspectors and a code administrator provide this service to the City Monday through Friday. 

All new construction must have a permit issued by the code enforcement department or the State of Kentucky.  Significant construction requires a building permit to be issued.  Replacement of a roof, windows, or other small components does not require a permit to be issued.

The property maintenance code is designed to provide for safe housing for the resident.  These issues include heating, ventilation, lighting, and overall conditions of the house.  Inquiries and complaints can be directed to the code enforcement officials at 831-1277.

 Building Permit Application

When applying for a building permit, the following information must accompany the application: 

  1. A copy of the plat as recorded at the Henderson County Courthouse or deed description of the property if no plat can be obtained
  2. Approved site plan that includes dimensions and boundaries of the lot, location of easements on the property, location of existing structures and dimensions to property boundaries, location of proposed structures and dimensions to property boundaries, and erosion control methods
  3. Drawing of wall sections, drawn to scale, and copy of floor plan for one and two family construction OR a complete set of construction documents for non-residential or multifamily construction
  4. List of Subcontractors

Community Development

The Community Development division plans and manages development projects for the City, including securing project financing from grants and other funding.

The division is also responsible for administering the City’s low-income housing programs.

Recent Projects:

  • Riverfront Improvement
  • Expansion of the John F Kennedy Community Center
  • New streetlights in the central business district
  • Reconstruction of Vine Street.
